I expected more jokes like this one, though.
I know it's an RPG but I would say Skyrim. Several people I know don't even progress in the story or quests much or at all and spend many hours in the creation kit. Would probably need to get mods to really enjoy it though. Increase the companion number and a bunch of chars to boss around.

Also - Warcraft III is pretty big with the ladies too. At least, it's the only RTS I know of that had a significant female player base.

It's good to see that you're so commited to making a joke that your personal shame goes aside. That's resolve!
The Saint's Row games have a lot of character customization options. The gameplay probably isn't her kind of thing, though.

Can't go wrong with The Third. If you don't like it, you're playing it wrong.
Back to topic, Icewind Dale really comes to mind.
Maybe "The Movies", you can't (from what I remember) create there single character but maybe making films (choosing film plan, costumes etc. ) will be fun for your girlfriend.

My girlfriend/wife gaming recommendations:

-Mario Kart, do not mercilessly crush her
-Baldurs Gate 2, not the first one or neverwinter or icewind dale. give her thief to start
-Torchlight 2, take 2 classes that can rely on each other
-Saints Row 3, do not pick a slutty female avatar
-Borderlands series
Mass Effect 1 & 2 and Dragon Age: origins. Average character creators, but the games recognize your gender. If that's really important to her.

Character creation? God Complex?

She might like the Black and White series. The point of the game is that you are a god that rules over primitive people. You also have a giant avatar, which you do not directly control but train to do your bidding. If you teach it to be nice it morphs to look nice. If you teach it to be aggressive it turns scary looking. I have not played it in years but I enjoyed it way back then.
