Sent an email to Steam about the problem..... Since this is not the first time I've had issue with this.... (MAYBE they will let me buy it... who knows)
OK... So I have had this problem before, I was trying to gift a friend of mine a copy of borderlands as it was on sale....
So..... My problem is you say use NY as my state when making a purchase, however my Card is APO AE, my bank accepts APO Paypal supports APO AE, you have Antartica on the list but not Iraq and Not APO AE...........
This is again an issue as I was trying to pay for a product for a gift and yet missed out on it because Valve thinks more people buy video games from Antartica then they do from APO addresses????
I would like this matter resolved, Borderlands was on sale 24.99 USD, Yet I am unable to buy it? The last time I had this issue was back in January now dont get me wrong, I generally do not use Steam and am now even less inclined to use steam simply because whats the point of having it if I can not use it to buy games...... I Do NOT want to contact CS each and every time I want to make a purchase............
Untill this matter is resolved fully I will just have to keep giving Amazon, Impluse, GoG, and D2D my money for purchases. Granted I may have only spent 1 very little when it comes to Steam there is a reason for that.......
Why must I send an email to spend my money each time? Doesn't that seem abit asine?
Maybe I am being a bit rude in this however, Valve should understand my frustration........
(sigh... hopefully they gift the game to you and charge me, however..... we will see i guess) Let me know if you get a copy.
Well I was kinda pissed yesterday, still, you ARE trying too much! In your place, I'd just stop using Steam altogether. Even thou this IS about principle of things, thanks for doing it - let's hope they will eventually make it possible.
Also, I still have 30 of your dollars on my PayPal account - you should really give me your e-mail address so I can send those back.

I was tired, didnt realise the exhange rate for the Euro I had thought eh 30=25 euros... my bad... I think the last time was for Welock or for Aliasalpha... the issue they said was my ISP is turkish yet my billing addy is US... my work computer is US ISP, I've got 4 ISP addys, Turkish, Saudi, Jordan, and US.... I explained to them depending on where I access steam it could be from any isp in the world I travel to other bases sometimes and not everyone goes through the same company for internet service so... They had flagged my account or so they claimed so I could make purchases from any ISP addy even if it didnt match my billing data......... I guess that was for the one sale back then......
My bank, Amazon, Paypal, never have issues, well amazon cant sell me some things because of my location which I can understand yet... even the Treasury Department accepts my payments for T Bills and Savings bonds............
Sigh... it just irks me I had thought the issue was already taken care of from the last time I had the issue.... guess not.... but at least from now on i wont even bother with Steam
sorry about the delay, hopefully they do allow the purchase....... then I get to call my bank again and let them know Valve still sucks and yes I do authorize the payment....... lol

I hate to say it, but if you're trying to get Valve to sell you a game at a sale price after the sale has ended, they won't do it.
It doesn't matter why you missed the sale (problem with your bank, problem with Steam, problem caused by Valve, etc.), they simply will state that their system will not allow it.
Borderlands is currently 50% off on Direct2Drive if you're still trying to get it at a sale price.
Well I'm gonna get some money on my account and grab it off D2D, thanks Bansama, since I really doubt Valve will sell it for the reduced price. If they, by any chance, do, I'll just find someone else to forward the gift to for the reduced price.
