Actually that's not as worthless as you think. At the very least, it's worth $5 and can be used to upgrade an F2P account to a premium one (without the person needing to to put $5 in their Steam wallet and buying something from the in-game store).

That's where the largely worthless part comes in. I know all that, but just about everybody has a premium TF2 account or $0.50 of leftover Steam credit to buy a Rocket/Sticky Bomb Jumper.
