IMO, one of the greatest.

Edit: Not much in the way of mass combat though.

How about Outpost 2? Sci-fi game focused on city-building and which also has real time combat along the line of AoE (though with smaller armies).

Do you consider Age of Empires a city building game? It's strange, but if so, Empire Earth is quite cool when you have friends to play it with.

When you consider city bulding games similar to SimCity, it would be hard to find one with great battles. But I can recommend Cleopatra (expansion to Pharaoh), it had some nice battles

Also, I could recommend Grand Ages: Rome. But like most city bulding / managing games, the main aspect of the game is to govern your city, fighting is only a side dish.
