Just like the title says. There's a few games on here that I own, but didn't buy through gog. In fact, to give away my age here, I remember buying a couple of the DOS titles when they first came out! You know, the 80s or 90s. I wouldn't review a game that I haven't touched in 30 years, but there are some I still play, to this day.
Yes, you can. It's kind of funny, though, because there are some who would rather you couldn't.

I would think they do not need to be in English. Maybe add a preface at the beginning to say that it won't be?

Review is supposed to be helpful to people, so I'm sure some people would definitely find a non-English review more understandable/relatable.
I'd personally add a little disclaimer at the top, stating that you didn't buy the game on GOG, but that you do have the game on disc/Desura/Steam/whatever, that your review is based on that version and so you can't make any comments on the installer or extras.

It generally doesn't matter for the purpose of "helpful" votes whether your review is actually good or not. Most helpful votes are not given on the basis of whether the review is 'good' or not but rather whether they agree with you. And seeing as most people who will be eagling the reviews will be fanboys out to downvote any review they don't agree with, negative reviews will generally be treated more harshly.
