lightnica: Are you sure their legally allowed to do that? Presumably you had some sort of contract. Parties in a contract can't typically go making changes.
Even if they're legally allowed to do that I'd phone them complain. A lot. Keep phoning and asking for managers until they realize that 230GB of bandwidth isn't worth the time they're spending on the phone with you.
Bandwidth costs your ISP effectively nothing once the cables in place. Support person time costs your ISP at least minimum wage. Manages cost your ISP even more.
Make it make financial sense for them to increase your limit back to what it was.

However it also says they will give at least 1 months notice so id like to see where it is they said this.
