System Shock 2 falls under the cyberpunk category, and it is awesome!

And that was mean of me. But have you tried the Cruasder series? (No Remorse & No Regret). Those are two solid action games in a cyberpunk setting.
Get the SNES and Genesis Shadowrun games. Both are really good.
I have System Shock 2 i couldent buy it anywhere so i had to get it though other means Anachronox looks awesome ill will also check out those other games :)

ill get the roms for the shadowrun games

System Shock 1+2
Syndicate
Anachronox
Cypher: A Cyberpunk Text Adventure (it's good, though many complain about the parser and translation)
Blade Runner
Bioshock (it's more "biopunk" but has elements of the other two genres)
Hell
Deponia 1&2 (I loved 1 and 2 is looking like it will be of the same quality)
Buried in Time: Journeyman Project 2
The Journeyman Project 1
Crusader: No Remorse + No Regret
Gemini Rue (and Primordia looks like it will be good)
Judge Dredd
Tex Murphy series too I consider has a lot of cyberpunk elements
Cyberpunk 2077 (when it's released and if it's anything like the P&P it should be awesome)

There is probably more I'm simply not thinking of sadly...

Edit: I can't believe I forgot to put:
Torchlight
Shin Megami Tensei: Nocturne
Digital Devil Story 1+2
Digital Devil Saga 1+2
Ghost in the Shell: Stand Alone Complex
SiN

Personally I believe that "Circuit's Edge" was a pretty awesome Cyberpunk game (and it was especially nice that the story tied in between books 1 and 2 of George Alec Effinger's "Budayeen" trilogy), but if text adventures with crude graphics deter you, you might disagree.

"Neuromancer" was a pretty good game as well.
E.Y.E Divine Cybermancy is a great place to start.
I wonder if Machinarium counts as steampunk.

Transarctica probably does, though.

GOG offers the goodly goodness of "Beneath a Steel Sky" for freebies!

I second the "System Shock" reccommendations and "Dreamfall" has some steampunk to it.

Fantastic list here (though it doesn't look like a list now due to the broken quoting mechanic on the forum).
Bloodnet is hardcore cyberpunk, pity it's not here on GoG as well as Hell: a cyberpunk thriller.
And Uplink ofcourse.

Since you've mentioned steampunk in the title, you should take a look at the Thief series. Thief 2 is more obviously steampunk than Thief 1 (haven't played Thief 3 yet) with its fundamentalist steam robots.

Eh, I'd be careful with this one, it can get pretty buggy. Some levels you can just fire a pistol and every single enemy on the map you are on will here it and converge on your location.
The Chaos Engine

Why does everybody keep forgeting about this game? It's so awesome.
