on my Steam inventory appeared 5 DOTA 2 keys,does this happens for those who own DOTA 2 ?

I think so, some other people have said they have them. I don't have it myself, but I'm pretty sure it does.

it happens to a lot of people it seems - and they'll just keep multiplying after you give em away too!

So my guess is yes.
