A game may well only be released on Windows or iOS or Android and still remain indie. Heck, it can be released exclusively on consoles as long as the platform holder or publisher does not influence release policy.
In the case of Everybody's Gone To The Rapture, The Chinese Room concluded an exclusivity agreement with Sony, which essentially robs the studio of its independence. Ergo, not indie.
I guess that there is when a definition on what indie is needed. I would say that The Chinese Room is still as indie as they come, due to how they are set up and work (independent game dev studio and self publications, small team), exclusivity deal or not, as Sony have no influence over the actual development. In essence, The Chinese Room could have decided from the go to make a PS4 game only, and the result would be the same. The game is still indie, as the development is controlled by The Chinese Room, not by Sony in any way.
I do not think that an exclusivity deal is enough to not be cold indie anymore. Though truth to be told, I feel it is a shame that Everybody's Gone To The Rapture is not coming to the PC, I was looking forward to that one.
