It's possible, there is no region lock on GOG.com. But keep in mind, that in case of the boxed version, you have to gift both, the box and the gift code. You need the code to get the game on GOG.com as well and only here you'll get all updates and free DLCs. If you plan to keep the box, you'll have to buy the game again on GOG to get all these things. If you want to gift both, the box and the key for the online version, you're good to go.
If you've bought a Steam key at a local distributor, then it's probably region locked and your friend in the US won't be able to redeem it.
