Both redirect to an error page. I've reproduced this by clearing all browser data and using other browsers.
I've contacted GOG support, but they failed to understand the issue. It took nearly two weeks to receive a reply and I'm gathering sources to add to the support ticket.

When not logged in to GOG, chat links should redirect to https://www.gog.com/##openlogin

I confirm, they don't work for some reason.

Here's a wild guess - go to your account settings https://www.gog.com/account/settings/privacy disable and enable them again. Maybe it will fix them.

Have you had your username changed at some point?

It's a known bug that users who've had GOG change their username struggle to access chat and presumably other username based pages...
If you try the link with your original username it may work.

Sorry, I forgot to mention that I've had my username changed. I've also suspected that the username-change caused this issue.

I can open these links, but others are seemingly unable to contact me unless I message them first. The wishlist page isn't as important, but can cause confusion.

A GOG support agent suggested using this page, personally I didn't have a change to try before the bug was fixed: https://www.gog.com/user/refresh
