As I know, forum/community is not related to store and your library. You may be banned from using the community, but you can still buy games.
However, I think they may deactivate your account(s) if your behavior causes serious problems.

If you're going to be a massive troll on the forums, we'll kick you out of the forums but you can download your games as necessary :)

PookaMustard: You can set your Country to "Other," just like how I do in my account. This way, nobody will bring up anything about your country and it being a hellhole, etc.
