I guess that one needs a bit of an explanation, since it is a german thing. Short form: It's a sound you play when someone made a (often very, very, VERY shallow and facepalm-worthy) joke.
Long version: There's a region in Germany where 99% of people are totally nuts when it comes to carnival. We're not talking about wearing a costume, being silly and drinking lots of alcohol on one day. We're talking about a whole "season". It starts at 11 past 11 on 11th of November (11th month) and ends on "Ash Wednesday" (which is between February and March, depending on when Easter is). People are organized in carnival associations and... well... how do you say "Karnevalssitzung" in English? uhm... yeah, they do
THIS all the time. Try watching it for at least a minute and you'll get a pretty good idea of it.
A "Karnevalssitzung" is something very serious to them (yes, Germans take 'having fun' very serious!). There are various people on the stage holding funny speeches. And whenever the punch line of a joke comes, they play that sound.
