Time4Tea: GOG isn't about selling games cheap. It is about selling games DRM-free, as well as patching older games up to be able to run on newer systems. Many large AAA publishers don't want to sell their games DRM-free, therefore, they are not available on GOG. That is really all there is to it. In many cases, games here are no 'cheaper' than they are on Steam, Epic.

Regarding CoD - there are many other good shooters available on GOG that are DRM-free. Maybe you could check them out?

Terminator Resistance

Stalker: Shadow of Chernobyl
I've had a great time with Metro 2033 and Last Light (both Redux versions)
Terminator Resistance was awesome.
I find it strange that Activision does have many of it's old games on GOG, yet no Call of Duty games.
Because GOG already has better shooters (Some of the best, even) than the unethical Americanized morass franchise zombie. Call of Duty is to gaming as Simpsons is to television. The best of the series has already happened and any continuation is just damaging the reputation of the series as a whole.

That, and given that the franchise has degraded where it's about MTX & Multiplayer, it isn't a good fit for GOG's purely off-line portents.

Plus, the disgraceful way that the franchise has misreported on things like massacres, Ronald Reagan, or even basic cartography make it a franchise I don't want to have here.

Here's a nickel, go play Unreal.

You think they don't have licensing agreements for all the games they sell? Because you'd be wrong. Some of the older ones, they bought the rights to outright ( and are now the dev/publisher themselves) but most others, the rights holders had to be tracked down and agreement reached in order to get the games here. That's why some excellent old titles like Severance, Blade of Darkness are gone from GOG. The rights holders decided to pull it for whatever reason, or they didn't renew their contract upon expiration.

or the rights are impossible to navigate
no one lives forever ( nobody involved is sure what they own and some of the parties dont even care )
or
discworld for example ( psygnosis is owned by sony perfect entertainment went tits up gt was devoured by inforgrames infogrames turn in to infotari and then keeled over in 2009 so presumably the rights went back to pratchetts estate ? ..maybe ? )

shenmue 3 should also be a fun one
I would love to see COD titles from Activision on here - but, I won't hold my breath on that one.

COD is their cash cow. No way are they releasing anything COD-related elsewhere. If anywhere, they'll likely put all of them on Battle.Net at some point in time.

It feels like the only real COD missing here, no matter how good or bad it was.
