Perfectly reasonable behaviour from a business stand point.
You don't devalue your product, as long as you don't "have to".
If there's still satisfying revenue to be made at full price (= the "full price market" isn't saturated, yet), you'd only "cut into your own flesh" by prematurely lowering the price.

Tne answer is: you. It will get a deep discount right after you've bought the game, but not before. I am pretty sure they've even set a specific automatic trigger for that, it is just waiting for you to purchase the game. Sometimes they do shit like that.

P.S. It happened to me with "Hitman Blood Money". Hurried to get it at as low as 2€...then it plummeted at 1€ after a few days and stayed there. Not much loss though (but mathematically it was another 50% drop!)
