I'm specifically curious about Pathfinder: Kingmaker, but I'd also like to know in general too. Does it vary by game/dev/publisher/etc? Or does GOG have a set unlock time for all their pre-orders?

There is no set time for games available for pre-orders, it varies with each title.

Pathfinger: Kingmaker will be available for download on September 25, 2018 (the date is visible on the product page of the game).

Pathfinder kingmaker will release on september 25. So sometime in febuary it will actually be worth downloading and playing - I.e. After all the patching, missing features, dlc, etc. Don't get me wrong I have brought it, but I am not daft enough to think it will be playable for 3-4 months after release.
