I like them but only if I care about the story. There's some games I play where I just don't care and I'm playing to get the next unlock or beat the game like Diablo 3.

But other games were I'm all about dat story, I love cutscenes because they allow the dev to express emotions and interactions that can't be expressed through gameplay.
As a reward during a natural break point in the gameplay, they can be fun. When you watch a cutscene, then walk 10 steps and get another cutscene, walk a few more steps and kill a couple of guys and get ANOTHER cutscene...that gets tedious really quick.
Should only be used in crucial parts of the game and kept to a minimum, I don't like playing a game and every 10mins...CUT CUT CUT...ok continue.
I like them in general but unnecessary cutscenes or too many cutscenes ruin gameplay. Sometimes developers think it's cool to add a lot of cutscenes to their games but actually it does not work very well in many cases.
If they're skippable and fun to watch, I'm totally ok with them. I would like to see more games try having no cutscences like Half Life, but without forcing you to stand in a room while other people talk.
One other thing: If you must put a cutscene after a boss or dungeon, *please* provide the opportunity to save both before and after the cutscene.

(Also, long unskipable cutscenes without an opportunity to save before the next challenge are *never* excusable. I know that Final Fantasy X does this at least once with an unskipable 5-minute cutscene followed by a boss that a typical player will not beat on the first attempt.)
