It reminds me of Tokyo Wars, but I don't think that's it. Especially since Tokyo Wars was an arcade machine, and has, to the best of my knowledge, never been ported to any other platform.

Is it an arcade game? I used to play an arcade game where you'd drive a tank and it looked a lot like this. It was pretty awesome to say the least.

Yeah that's it! During lunch time at school we'd just go to the arcade across the street and waste our coins on that and Pang.

That is of course the C64 classic, Pitstop II :-D
This was another great C64 game, with excellent music. It was the most fun in two player mode. I wiled away many an afternoon with one of my buddies playing this.
