On the gameplay aspect, it looks like North & South, but in a version I don't know. Could be another game too.

I'm guessing its Bureaucracy. I've never played it but if that text wasn't written by Douglas Adam's its a really good impression + I know it isn't Hitchhikers Guide.

Thats because hes Darth Vader fist fighting against a warlord wielding a sword. Got to be fairly hard to pull that off.

I've attached a screenshot from the PC version this time (the others were from Apple 2).
According to the games author this was the first ever animated martial arts combat computer game, and was the first game ever to use digitized live actors as templates for game characters.
It was released in 1985 and came with a free headband in case you felt like dressing the part but unfortunately didn't include a Darth Vader costume.
