No, this is a full on twin-stick shooter, with the first screenshot being the gameplay screen. Unlike other most twin-stick shooters, this is actually a dungeon-crawler type game. In each map you have to make it to the exit. Typical maps will include a ton of both regular enemies and "spawners" which infinitely spawn swarms of enemies (up to a certain max limit active at a time per spawner) until you destroy the spawner.
The "loot" in this dungeon crawler is limited to XP (used to level up, ofc, which gives upgrade points to spend on weapons and powers), missiles, drones (tiny things that fly around your ship, shooting the same weapon that you do in the direction that you shoot, but also swiveling around to to all sides to shoot down enemies that get too close), health and cash pickups. Cash is used at the store pictured in one of the screenshots.
This game is one of only two sequels that this one-person indie development studio has done, and is by far the oldest of their games on Steam. I don't know why they don't put their other classic titles on Steam.
I got 4 games from this same dev, including the game that this game is a sequel to, from Indie Royal (remember those guys?) 3 games from 1 IR bundle, and the 4th game was given as a reward by IR for a reaching a certain "# bundles purchased" milestone.
