I think the original translation was just Earthbound, the "Zero" part was from a ROM hack. (and now we have Earthbound Beginnings on the Wii U)

I hate to barge in with another answer, but I love following this thread and like seeing more.

Pretty sure the game in question is the bizarre Seaman for the Dreamcast.

You're right!  It's <span class="bold">Seaman</span>, a wacky game that takes advantage of the Dreamcast's microphone.  :-)
