A bit of background: Since GOG has the great feature now to pay in CAD, (I live in Canada) I figured I'd get 3 games on sale. The total came to $16.47 CAD, and I made sure that I had CAD selected before I checked out. However, my credit card statement says I was charged $21.56, which after I did the currency conversion had me believing I was charged in USD not CAD.

Part of the issue I have with this is that GOG says I pay what the receipt says, which here is not the case. Support said that they go by IP address, but when I checked my external IP like they said I found my IP was still in Canada, not the US. This makes me wary of purchasing any more games here in the future because who knows what I'll be charged and it defeats the purpose of adding the new currency. Support hasn't really been all that helpful, so I thought I'd turn to the community to see if there's any suggestions you guys could offer me.

You should get a receipt email from GOG (with the subject "Your order #xxx is complete!"). What currency is shown in that email?
For some reason what you saw was a glitch cause if you go to covert that 16 it goes right to what you paid of 21.56

The site has been doing that for me so I reverted back to USD funds so I wont get miss information purchases.

Total: USD: 16.47 or CAD: 21.67, close enough to your charged CAD 21.56.

The conclusion is either one of the two below:
1) You confused the two currencies
or
2) GOG has mixed up the currencies

Well, they notified you 16.47 dollars, and that was USD, and you paid in CAD, thus 21.something

If you haven't downloaded anything, and consider that the price you were charged is too high, then ask for a cancellation of the order and a refund. You'll get you money back, and an opportunity to wait till you get a better discount.

I don't think that you will get GOG to apply you a rate of 1USD = 1 CAD paid. But considering Steam applies discounted prices ( -15% or so) to Canada, you may one day see GOG aligning its pricing policies on that

Isn't that part of their fair price thing though? And I wasn't notified of that price in USD, every single step of the transaction and receipt was in CAD. Also steam does not apply discounted prices to Canada at all, its the most expensive platform for me. A new game on steam is either 69.99 CAD or 79.99 CAD

I've not had any issues with the currency, and I've bought a lot of games over the years here (and a dozen games so far in this sale). No problems with it. This:

Prison Architect showing up as C$ 12.99 here.
FTL C$ 4.59
Door Kickers C$ 3.89

Leads me to think you either you inadvertently switched back to USD or the site glitched. but the prices shown above should be what you saw when you added them to the cart, and that totals $21.47 - very close to what you were charged. Either way though, it looks like you were charged the proper amount.
On a side note, I pay via credit card through Paypal and always see the total charge in CDN bucks on Paypal before completing the transaction. Might be worth considering going that way?
