'Fair price' only applies to those who have to pay more than the US price, so not in this case.

No, it is not. As Avogadro6 says, the fair price guarantee is given when a buyer pays regional prices above the USD price . This is the case for us , here, in Europe, since we pay 1USD=1 EUR ( in other words , a 59.99 USD game is invoiced 59.99 EUR ) . You're charged the CAD equivalent of the USD price, not more, not less.

From what I could observe on Steamprices, Steam usually charges 15% or so less in CAD than in USD. Examples are : Europa Universalis IV 43.99 CAD vs 39.99 USD (-17%), X Rebirth 32.99 vs 29.99 (-17%) Witcher Trilogy 79.99 vs 79.99 (-28%) . Just by comparison that trilogy also costs 79.99 EUR here ( or 115 CAD if you prefer ).
