Ofc they did with M2TW. After they started with the TWIII engine (known popularly as Warscape), modding has been more and more restricted. Shogun 2 was fair, Rome 2 onward crippled it severely by disabling creation and editing of new maps. So mods like the one where they put in Korera as well for you to conquer in S2 wasn't possible.
M2 TW Kingdoms is the most modded TW after R1. It even has a 40K mod.

Now I hope CA and Blizz might come to an agreeement and make a Warcraft Total War.
Games Workshop is the reason TWH doesn't have modding. So it'll take two mountains to be moves for the game to allow modding.
