Well he had no comedic value or singing ability, so may lose points for that, but i think otherwise he sits at the top

He also gets points for being cryogenically frozen. That always looks good on a bad guy's resume.

...and possibly the first to actually bring a lawsuit to the amount of one million dollars (*pause for little finger / moustache action) - for no good reason
