romulus16: never will understand why upscalling an image with the drag options always looks much worse than just increasing the pixel count
NOT as a criticism but . . . it looks like you have placed a low res "cop" image on a high res "brick wall" image. The clarity and unusually large bricks without the color cast of the cop image makes me think this is the case. Also the sharp edge around the cops indicates it is from another image.
Either up-size method adds pixels and decreases sharpness (add some unsharp mask filter to hide the fuzziness). When a 72 dpi image is placed over a 300 dpi image the low res looks REALLY bad. Most of the images I found for SWAT were 72 dpi and poorly scanned. You might find a lower res brick wall image or use the original so the low res is not as obvious. I believe the blueish tint is tear gas or something so if it is only in part of the image it makes the whole look a little more unusual.
Also, after cutting the cops out, go around the edge with a slightly feathered (70% hardness) small eraser tool to soften the edge which will make the blend of the two images less noticeable. Sharp edges are a dead giveaway that the image is a composite.
I truly do not mean for this to be taken as criticism, only what I would do to improve the image . . . =)
Edit: Or you could add some blur and tint to the brick wall to make it look more like the original. My results with this cover were less than acceptable IMHO (see attached)
