Maybe not underrated, but easily overlooked because of their older graphics are : Nox, Covert Action, Wastelands and Master of Magic. Surprising gems there.

Shadowman. Same pattern as the earlyLara Croft games, but more fun, more colorful, better voice acting, better atmosphere and setting. Plus a real world-spirit world mechanic that I love. Great game.
Dragon Wars.

Game is often cited as a possible "Bard's Tale IV" (and apparently was called that during development), but is actually quit different, with its classless RNG-less skill point growth system, health that stays low (and stun to allow the party to suffer non-lethal damage), a non-linear structure that emphasizes easy adventure-style puzzles rather than dungeon crawling, and a New Game + feature that can be activated at any point in the game (no need to beat the game first).

This game isn't so much underrated as it is overlooked; most people, including long time Bard's Tale fanss, haven't even heard of the game.
Is this a Sacrifice thread ? Not that it's underrated, but just because I cannot raise enough awareness about it.

I remember spending so much time on Dungeon Hack. So that one. Eye of the Beholder goes roguelikelike.

If you like shooter/horror games, I can really recommend Dead Space.

Isn't it infamous, that for a game named Dragon Wars, it has no dragons in it, due to it being developed as a different game entirely?

I didn't like that at all. As a shooter it doesn't work because the player character always obscures the left half of the screen. It doesn't work as horror either because the only really horrible thing are the controls. Sluggish and imprecise - which is only annoying and not scary. I dropped it half-way through. (Same with Alan Wake. Another game killed by horrible controls on the PC with keyboard and mouse). F.E.A.R. is a much better horror-shooter.

But on topic: many VNs are underrated on account of being a VN. For example I like Sunrider.

And in the section 'deserves more attention' I would like to point out Dex. Very nice atmosphere and solid game. I really enjoyed it!
hmm... some underrated games:

TRI: Of friendship and magic
Experience 112 / Experiment 112
Morphblade
Heat signature
Immortal defense
Contrast
Creeper World series
Tiny and Big: Grandpa's leftovers
Faerie solitaire
Delver
Tower of guns
Qbeh1 - The atlas cube
Grow up / Grow home
Spectromancer
Train Valley 1 and 2
Mr. Shifty
Papo & Yo
BEEP
The Bureau: XCOM declassified
Tank Universal

honorable mentions: One finger death punch

Actually, there are dragons in that game. The story is that, about a month before release, they had to quickly add dragons to the game, and they did. Sure enough, there's a Dragon Queen, and Young Dragons appear as enemies. Also, there's at least 2 dragons that never appear in combat, but which can be interacted with in some way. There's also a city that, if you have a certain Lore skill, is suggested to have been destroyed by a dragon.

Jagged Alliance. Impersialism.
For me, it was Flight of the Amazon Queen. It is a point-and-click heavily inspired by the atmosphere and feel of the good old LucasArts era (and never even tries to hide it -there are even references to Star Wars and Indiana Jones). The setting, characters and humor are very much Monkey Island-like, but the puzzles are for the most part very logical so it's good for a more relaxed experience (or an entry point for newcomers). It was developed by a two-man team that didn't have the same resources as LucasArts, but the final product they delivered is worthy of being included in the list of classics of the genre. I was a lot into adventure games in the 90s, so I am astonished I never heard about this gem back then. Maybe it never received a big release in my country?

And the best of news: it's one of the free games on GOG!
Overlord 1
Indiana Jones and the Infernal Machine
Enclave
Shadow Warrior 2013
Divinity 2 (NOT Original Sin. I hate that I have to specify that....)

When I read about what some people consider to be an older game, I feel so... old.
