Perhaps the hint relates to a Field hence the field of dreams quote... a Farming sim of some kind maybe... ?
(Sadly I don't think there was a PC release of any of the Harvest Moon series...)

Thinking purely of building Sid Meier's Civilization comes to mind... but I don't think that is it... >_>

Even if Sim City 2000 does it better, we still should have the original here, to work towards getting the full series and marking those 1,900+ votes as "completed" -

Honestly "If you build it..." sort of reminds me of a Donald Trump philosophy with brings me back to TC:NY, but Caesar 1 or 2, Emperor: Rise of..., Simcity 3000 - all would be far more welcome.

What jumps to my mind are the city builders games, where you build shacks, attracting peasants that in turn allow you to build further. Most are already on Gog, but Caesar I, Caesar II and Emperor Rise of the Middle Kingdom aren't .

Could be a clone too, such as Glory of the Roman Empire

Seeing how they have all the other Tropicos here and T4 has been on sale and bundled a bunch of times, T4 seems like a safe bet.
