JunglePredator: Ah it was my not opening the full post that made the error :-D It starts off 'Claimable without owning game' which you see on google but opening it it ended with 'can't activate until you have the game'. Oy.
That's true of almost every DLC on GOG. The only exceptions are non-giftable DLCs, of which there aren't many.

Which is a shame for stuff like this that doesn't actually rely on the game files at all. Google seems to say it was on Steam at one point too but trying to view the page took me back to the main store front.

It was. At the same time that it was on GOG.
