Since this came up in chat, I'll clarify one thing. Giveaways where the games are not known, but you have to guess them, e.g. Phc's famous giveaways or croxxx's Steam GYG giveaway, are valid. However the game you may enter for are the games that were actually offered as prizes (i.e. the correct answers) and not the answer that you guessed. Any other rules apply as possible.

Assuming the winner meets all the requirements, the question would be whether their public wishlist is a "small collection" or not. I'll judge it on a case by case basis. In most cases it should be fine, except in cases when someone puts every game an its mother on their wishlist.
Of course I'll have to trust the entrant to be honest and enter for a game from their wishlist from the time your GA was made. i.e. not add a game to it now just to enter for it in my GA.

I think he can more or less do whatever he wants with his wishlist (as long as it meets the GA's rules) because it is not s/he that selects the game, it is I.
