BlueMooner: A person in a poor country could buy tons of games at cheap price and trade/sell in rich areas online, taking advantage of what's supposed to be regional consideration, causing devs to lose money by not getting the sales from the richer areas themselves, and threatening the regional pricing system overall.
If HB were doing regional pricing, maybe. But in my experience, that isn't (or, at the very least, was not) the way things are done. When I was living in Indonesia, bundles were priced in US dollars, and the tiers were the same for me as they were for users elsewhere. When I bought the 2019 Strategy Bundle, for example, I paid US$15 for the top tier - just like people did in the United States. Humble did region-lock certain keys, predominantly for Japanese games, but that was because said games had different publishers in Southeast Asia. (You are 100% right for Steam, however; they do region lock gifts to avoid manipulation)
