Well, none of the four countries that people have tried to redeem it in are on the list of restricted countries, and I had no trouble redeeming it in the United States, while someone else couldn't redeem the donated key in the United States, so none of that information appears to be accurate or give any indication as to where the key can be redeemed. Thanks for trying to help, though.

EDIT: It appears there may be some assumption that Puerto Rico is in South America. It's not. Whenever Humble Bundle lists the countries where a key can be redeemed, it lists Canada, Mexico, the United States, and each of the United States territories, of which Puerto Rico is one. Everyone who's born in Puerto Rico is a United States citizen from birth and automatically has U.S. citizenship, a U.S. passport, and can run for president of the United States, so it's officially part of the United States; it's just not a state, but neither is Washington, D.C. If it was purchased in Puerto Rico, it should be redeemable in the United States, so at this point, where it can or cannot be redeemed is entirely guesswork.

Okay, that's incredibly bizarre. Whomever set that region actually thinks that Puerto Rico is in South America. That's an astounding level of ignorance. At least now we know.

You can say that again. Does each publisher get to create its own "regions", or are they set by Steam? Every single time I've received a Steam key from Humble Bundle that's locked to my region, the places where the key can be redeemed were listed as Canada, Mexico, the United States and all of the United States territories. It's always listed off each individual territory, and Puerto Rico has always been on that list.

These "regions" are just a list of countries ("PurchaseRestrictedCountries"), and each publisher can set this to whatever they want for each sub they control. However, a publisher may ask Steam support for help, then Steam will set it.
