Uh...I can't really grant this one.
No offense to Kulersam, but I know literally nothing about this person whatsoever and there's no history or anything I have to go by other than taking your word on it. In a nomination, the nominee has to qualify, otherwise I have to reject it. The only alternative to him having more activity would be for you to sacrifice your game for the month by asking for it and giving it to him, and even at that, I'd rather not have too much of that happening since it can look a little shady (in fact, I caught somebody not too long ago who turned out to be using keys he got off the Community Giveaway to make his own giveaways on SteamGifts and boost his reputation there).
