I doubt it would be tied to a client unless there's a publisher or similar funding it directly and it ends up as a higher budget game than expected. SS2 has apparently sold a fair bit more here than on Steam even prior to the giveaway last sale, so they'd likely want it here which would mean no client. If it has some crowdfunding and a budget in the low to mid millions as seems likely then DRM free is also a draw, while most of those bullet points are definitely not.
Personally I'd have no objection to a decent DLC model that adds in extra content as opposed to chopping bits out to sell later.
