I doubt it would be tied to a client unless there's a publisher or similar funding it directly and it ends up as a higher budget game than expected. SS2 has apparently sold a fair bit more here than on Steam even prior to the giveaway last sale, so they'd likely want it here which would mean no client. If it has some crowdfunding and a budget in the low to mid millions as seems likely then DRM free is also a draw, while most of those bullet points are definitely not.

Personally I'd have no objection to a decent DLC model that adds in extra content as opposed to chopping bits out to sell later.
I would think Night Dive will put at least some of the money they've made into SS3 and there might be other investments too from people like Steven Dengler. Then a crowdfunding campaign down the line with a polished pitch video, and I think a budget of a dozen million or so is not that much out of reach.
I just hope that Otherside doesn't somehow frick this up and drop the ball big time *knock on wood*

I mean, this has potential to be something crazy awesome but it also has potential to be a turd of a monstrosity .

The pressure is on!

Didn't they promise to use the money they got from selling System Shock Enhanced Ed. to develop System Shock 3?

I don't know if they have explicitly promised to do that, but a lot of people assume that's what they'll do. They still have the remake to do as well, but maybe that project is eventually going to fuel SS3 as well.

In any case, we are living in interesting times.
Bring on SS3 :)

Otherside is perfect for this. They are Looking Glass, after all (for the most part). Already backed UA. REALLY hope this is true.
The page in the link doesn't load for me. (not properly anyway) I just got a black screen and an endless loading graphic in the tab by the page title.

Mrstarker: Don't forget to salt the fries!
And add the vinegar to them and the battered haddock too. Let's not forget our favourite side order. Mine is a tie between smoked sausage and battered haggis.

System Shock 1's Looking Glass take-out reference in the credits and crash screen is enough to make getting a fish supper all the more special.

Cadaver747: Too bad there are only 2 persons there from good old times: Paul Neurath and Tim Stellmach.

Mrstarker: Nope, there are a lot more, like Chris Siegel and Robb Waters (concept artist on SS) and Austin Grossman (writer of SS), etc. Plus they are working with Terri Brosius (SHODAN) and Stephen Russell (Diego, XERXES, The Many).
Is Eric there too? He'd be the one for sound design and altering his wife's voice clips to give them SHODAN's glitches.

Nope, the studio is really small right now, with only a few people in the core team. After the Underworld game comes out, we'll have a much clearer idea who will be part of the project.
like Cyberpunk 2077, we'll probably see this in 2020 :)

See the first concept images from System Shock 3
interesting read, in which designer Warren Spector talks about the team, what drives shodan, links with SS1+2, returning characters etc
Enjoy! ;)
