I've reinstalled several times from Galaxy, as well as by downloading the files and manually installing. When I attempt to run the game, it's a full screen of black with a white box in the middle, and the "Surviving Mars has stopped working" box comes up with the only option being "Close Program". Has anyone else had this issue?

What's your PC specs? The game is quite demanding, it won't run on any computer.
System specs?

Had no issue running it on my laptop (i7 / 970M) and desktop (i7 / dual 980TIs) in Win10

I've been having the same problem, although I'm running it on a Windows 7 Laptop with intel core i5

It would be a plus if you mention your memory and video card.

Since it was JUST released the other day I would bet (admittedly not 100% sure though) that it was setup to run on Windows 10 since that's the "current" Windows. I don't think (but could be wrong) that this is a Windows 10 issue. It is more likely a hardware or some other issue IMO.
