I think the issue is jurisdiction.
I think they have both a US and EU presence so that shouldn't be much of an issue there.

Does anyone know if the various information commissions such as the EU or the UK's ICO have jursidiction over this to impose fines? They've done it to many organisations that aren't incorporated in that country, but Valve are always slippery on obeying local laws.
Yes, the EU has jurisdiction to protect EU customer, and the uk to protect british customers.
Valve actually got sued, multiple time, in germany, by consumer groups.

I don't think i have any personal information on my Steam Account (whatever games i bought in the past, they were retail versions and i have never participated in the forum or any other activities since i use it just to launch the games) but i think i'll have to check out later, just in case.

I can still download, play, even buy games on Steam right now. Only the community servers were affected.
Edit: ... and while typing, Steam went back online again. But you're right, what a shitty service. Thank god for DRM- and bug-free GOG. ^^

The problem is: this issue has nothing to do with DRM...this could happen to everyone...

He takes quite a long time to basically say:

It is serious, the data revealed could contribute to further data being compromised through social engineering etc.

The breach in some cases could then allow more malicious actions such as swatting.

There are laws against this, even if it was a mistake. In obtaining customer data, Valve have a duty of care to protect it.

Valve need to up their game, and they really need to apologise (shortly after the video, though not because of it, they did apologise - check the "news" section of steam).

Anyway, he takes 27 minutes to say it, so I'm just summarising and may well have not represented that too well.
