It is. Bethesda has the publishing rights to Heretic, Hexen and Hexen II while Activision has development rights.

Wolfenstein 2009 coming back to digital distribution would be a damned cool thing. Something tells me Bethesda is in no rush to even pretend like they'd allow such a thing to happen, given the success they've seen with the rebooted franchise.
