It seems that you're using an outdated browser. Some things may not work as they should (or don't work at all).
We suggest you upgrade newer and better browser like: Chrome, Firefox, Internet Explorer or Opera

In the lest month I went from pegging my cable DL speed to crawling 0.3 /sec, and less... I'm hearing Galaxy is just as slow and maybe even slower. Time of day has had no effect.

What's up with this?
DL speed is fine for me, but there's a bajillion differences between your connection and mine: routing, ISP, blah blah.

Have you tried using the Downloader, or going through your browser instead of Galaxy? Just for testing, mind you.
Is it just with the GOG site? I've had this happen a few times where it was very slow. Today though, I DLed Risen 3 and it was pretty fast (980+ KB/s).
That's often a matter of backbone congestion or being directed to the wrong datacenter.

It kind of pissed me off that after upgrading to a 40mbps connection that Netflix still buffers from time to time.
OK. I just installed the downloader (not Galaxy) and it's an improvement, I'm hovering around 1mb/sec right now. While that's half as fast as what I''ve been used to the last few years, it's 4-5x faster than speeds recently...

Edit: it ranges 0.8 to 1.1

Edit 2: the downloader works much better than my browser now.
