No, Wasteland 2 is given away for free at the moment (see front page banner) and that also includes a gift key for Wasteland 1.

Go to your library (on the webpage, not on Galaxy), click on Wasteland 2 Director's Cut->more->Serial Keys.

There you'll find your Wasteland 1 gift code. If you have the game already you can give the code away if you want.
