Which RPGs take place in or are thematically derived from Ancient Egypt or Mesopotamia? Except Ravenloft: The Stone Prophet and (to some extent) Titan Quest.
Man, I can think of some RTS and sims and some dungeon crawlers but not RPG.
The only thing I can remember is Powerslave, which has nothing in common with an RPG.

Sphinx and the Cursed Mummy was an amazing game in the Gamecube/Xbox era. A mix between Zelda and the 3D platformer collectathons, and puzzle sections with the titular mummy, it was pretty varied and damn good for the time.
Quest for Glory 3. Ancient Egypt is one of the two real-world inspirations for the setting.
Loki comes to mind, but I'm not sure if that fits what you're looking for.

That was my first thought but it's more a pure hack & slash.
And a frustrating one to boot!
Rise of the Argonauts was the first thing that came to mind, although it is probably more Greek than Egyptian. Diablo II chapter II is in an Egyptian themed setting too.

You may also be interested in Pharaonic, which has just appeared on Steam early access and claims to be "an unforgiving sidescrolling Action-RPG set in Ancient Egypt".

Especially if you play as the Egyptian character! There's a bug that makes the late game next to impossible if you don't invest your skill points properly.

This game seems to be an ARPG like Titan Quest, which I liked.
Sacred 2 has a class based on egyptian mythology.
Loki as well.

Edit: Loki has already been mentioned. :)

Rise of the Argonauts takes characters from Greek mythology (and abuses them).

Pharaonic looks like an Egyptian version of God of War, with the exception that you can only move in 2 dimensions instead of 3. Looks promising!

It might not be strict RPG (rather "adventure-RPG") and not really set up in Middle-East and its surrroundngs but you could check out Unrest which takes place in India:

Quest for Glory III - Wages of War is based on ancient Egypt, as well as various other African cultures and their folklore.

WaxWorks also has an episode taking place in that time period, although set entirely inside of a pyramid.

It has a few RPG-like features if I remember right, the Ankh pick-ups permanently increase your health.
