Hello.
I search a RPG where you build a House or a Base.
Maybe not as Minor Quest, just for fun.
Like Might and Magic 6 oder Wizardry 8 with citys and the ability to buy a house and store things.
I would love to arrange rooms or buy things.. or expand the house.
Did something exist?
In Skyrim (base game) you can buy some houses in some of the cities. You can store things there.
With one of the addons you are able to build up to 3 houses outside of cities and customize them (like add a tower or a kitchen and such things) and of course you can store things there too.

Yes i know Skyrim and have played alot! Maybe Fallout have these aspect too.
Are there other games besides the Bethesda-Ones?
In Witcher 3's Blood and Wine expansion you get a wineyard with a house that you can upgrade/decorate.
Pillars of Eternity has Caed Nua, a huge stronghold that you can upgrade. Tyranny also has its own.
In Baldur's Gate 2 you can have several types of strongholds/houses. So it's not just a Bethesda thing...

If you like JRPGs and have a PSN PS One Classics compatible device like a PS3 etc., I highly recommend Suikoden 1 & 2.

The base is tied into the main quest and a few side quests and mini-games within those if I remember correctly. Oh, and the rest of the game is great too.

In Might & Magic 7 you own and upgrade a castle
In Nevewinter nights 2, you are given command of a crumbling castle and have to get it war-ready and fully staffed before an invasion
The Suikoden series is your best option for this sort of thing. Stardew Valley might appeal to you. Avoid the game "Pillars of Eternity", as the base-building is half-hearted and equally half-baked.
I haven't played it and don't know what it's like, but Balrum has base building elements.

I will try Suikoden and i play mm7, i'm in the castle the first time, it has enemys. When can i upgrade the castle?

AFAIK at some point it's core of its gameplay!

Players can build their own home in Balrum. In fact, in chapter 1 the player character will be asked by his/her grandfather to build a new home for the two of them because something terrible happened to their old home and it became uninhabitable. In the following chapters the PC will leave that home and be able to choose to build a home for themself that is theirs only, or not, and live a true adventurer life. There are benefits of building a house:

* NPCs can visit players at home and sometimes offer quests or leave notes!
* If the player sleeps at home, they will get buffs that boost their abilities for a certain amount of time.
* A farm will be close to each player's house so essentially the house can act as storage space for equipment and their farm!
* Building crafting “tables” in (or near) a home will allow players to craft anything at home!

Houses will be upgradable with new furniture or maybe a nice trophy or hide that fits in the home nicely, and the option to redesign a house will be available at any time.

I just need to mention Vampire: The Masquerade - Bloodlines here. This game puts you in big city and gives you an apartment, which is a base for all the game. There is storage room, there is mail box, in which you'll find letters and items sent by NPC, there is laptop used to receive important e-mails, there is radio and TV, which can be turned on and - believe me - you will get a lot of information and fun if you spend a while listening/watching them.

There is no upgrade option, nothing could be changed there, but it gives amazing feel of home in dark and dangerous world. From what I know, it is also possible to get some other apartment, but I haven't achieved that completing the game.
Dragon Quest Builders. It's only on PS4, but it's all about base building, and it's a wonderful game. Probably my personal pick for GOTY 2016, in fact.
