So at some point my subscribed forums and the games I've bought have become unsycnhed is there something I can do to make my subscribed forums have all the games in my Library and no others ?

Sure, simply mark the forums you want as favourite and unmark ones you don't want. A manual and tedious process, yes, but that's the one thing you can do.

The only so-called "syncing" that's ever been going on is that a long while ago a forum was marked as favourite when you bought the game it belonged to, but that has since stopped and I honestly haven't bothered to check if it's started working again. There was never anything going on after-the-fact.

Of course, you could also write a userscript to help solve the same issue a lot easier for others in the future, but I don't know of anyone who's already done so.

Yeah, that feature stopped working quite some time ago. Personally I tried to keep up manually for a while but in the end I just removed them all, I never really used the game forums that much.
Usually, about the first time I visit the main Community page after buying one or more new games, I'll search & favourite them then, so I don't have to go through my library later. Then again, I don't usually buy games very often, so it's not a big chore or anything. I also tried to mark all the forums for games GOG sells that I own in some other way (such as physical retail media), just for the heck of it.

Here is an alternative:

1) Get the list of your owned games into MaGog (takes a few seconds once you know how to do it -- here is the relevant page: http://www.an-ovel.com/pages/ma_owwl.php)

2) Use MaGog (http://www.an-ovel.com/pages/magog.php) to filter only your owned games and display only the forum/image/ID column (takes a couple of seconds once you know how to do it).

3) Here is the list of my owned games, with links to the forum and game page for each:
