I was playing Kingdom Come Deliverance using Gog Galaxy and its cloud saving feature. But, my machine had a problem and I had do format it.

Now, I'm downloading KCD again. When the game be ready do play, does GOG Galaxy will recover my saved game?

It should. I can still sync my Oblivion saves even though I played that on another laptop altogether.
So, as I understood, even with new and fresh installations of a game, the cloud saves are brought back and we can start from where we stopped, right? :)

Very true. They're usually really small files, too, so even if you're on a really bad connection it shouldn't take too long. When I backed up my collection earlier this month -- wasn't fun on an Indonesian connection, let me tell you that -- the cloud save backups were generally smaller than 1 megabyte.
