Apparently there are some people who believe with the irrational certainty of the clueless that one turned Stellaris into a character-driven system like in for example Old World. As someone who plays and enjoys both games, the only reply I could give to that are any number of Picard facepalms.
The new council and agendas are a minor but nice (and are certainly helpful in some situations because you can work against some RNG with techs when you want to move into a specific directions). You can certainly decide to make it a more major part of your empire but it's never something like Old World.

Galactic Paragons probably also suffered a bit from being released too early. They wanted to make it for Stellaris' birthday but it needed quite a bit of Custodian love before it really felt like it worked.

Too bad if you already own Stellaris on GOG. No discount for you. And it's still 60 euros.
You don't even save anything if you own Utopia and Stellaris on Steam.

Only if you like Gestalts, iirc, because they get absolutely nothing from Paragons. Apparently Paragons was pretty well received, though I don't have it myself.
Astral Rifts or whatever was the one that got poorly received, and I can see why. Very gimmicky, and it was after that update that the game started to really suffer some performance issues.

When civilization collapses. They'll offer to trade you a drive with everything on it (including the last half-finished dlc which you get to complete yourself) for a spare generator.

I'd say it's quite good if you're into the RPG-side of Stellaris as you can now choose leader traits when they level up instead of getting a random one. It also has a very interesting origin that puts heavy emphasis on your empire's ruler.
