Croyzers: Apologies, yes you are right - it must have a widescreen patch applied to it! I've just tested the original cd and that only used 4:3 aspect ratio. There is a tool called dxcfg installed too - which seems to be a wrapper for old direct x. You can pick screen modes, anti aliasing etc. I was even able to pick a supersampled screenmode
Not sure about the cutscenes - but they do seem to be 30fps (but that could be placebo)

McMicroDonalds: The cutscenes are done at 30 according to PC gaming wiki. Also if you use widescreen through the wrapper the screen will be stretched. You can use either a widescreen patch or letter box it so that you will get black bars at the left and right sides of the screen.
Oh believe me, I know all about screen stretching :( I run a 3440x1440 monitor (21:9) and hate it when a 16:9 screen is stretched out.
Along with the directX wrapper, there is also a resolution picker within the game too - and this lists 16:9 screenmodes (up to 3840x2160) and funnily enough only lists one 4:3 aspect - 640x480. On the original cd, none of the 16:9 screenmodes were available
When I pick a 4:3 resolution in the wrapper, and a 16:9 resolution in the game, it actually display its widescreen but with black bars at the top + bottom to compensate.
So yeah, I thkn this version of SH4 has been patched to run at 16:9. All the circles look fine at 16:9. It has been years since I played the cd version though. But none of the 4:3 to 16:9 stretching is there
Realy sorry, but I'm a dad with 2 kids, so won't have much time to much testing until tonight :( I could be wrong about the aspect ratios.
