Wishlisted for lower price, meanwhile who knows other stealth games or with stealth components that might be close to this one expecially here on GOG or on older consoles? Single player, no military setting, you play as a child/kid who can't do any damage. I'm thinking Count Lucanor.
There's some sneaking in Lucius but I only have played the 8-bit version and it was very minimal.

Does this game actually work with Windows 7? The Steam page only says Windows 10, but GOG says 7/8/10

You mentioned Snake and Gabe in stealth game context, so I presume you are talking about Solid Snake and Gabriel Logan, protagonists of Metal Gear and Syphon Filter series.

Sam Fisher is protagonist of Splinter Cell series.
