well, it's not censorship related to this version in particular, or for a western release or whatever.

The PC and Xbox 360 of Chaos;Head were rated cero Z (equivalent of an AO/18+rating more or less), and for the release on Sony consoles/handhelds they decided to edit the game down a bit so it would only get a cero D (equivalent of an M or 17+ rating) because most retail stores refuse to carry cero Z games just like most western stores refuse to carry AO games. Then all the future releases were based off of that version over the original.

Basically the same thing that happened with Ninja Gaiden 2, where the 360 version was rated cero Z and the Sigma version toned down the gore/dismemberment to get down to cero D, and all the later releases are based off of Sigma.
