Dorfromantik is more of an idealistic landscape builder than a full on city builder, but it is the most relaxing game that I have played. The game has a creative mode where you can build with no limits.

More of a tool, than a game with problems to solve and/or goals to achieve. Similar to the already mentioned creative mode in Dorfromantik, but with "rural town" assets instead of landscape tiles.
