If he/she played the game that long, then yeah it's possible GOG needs additional time to investigate the refund request. The ticket likely got routed to an overwhelmed support staff who are specifically investigating Cyberpunk 2077 refund issues.
Personally I don't think they should have made that policy. I mean even retailers don't allow the return of opened software, with rare exceptions and we're talking digital here no less!
Not saying he's abusing it, but there is just way too much opportunity in this policy for people to try. The unfortunate hiccup in the release of Cyberpunk 2077 is really testing the new policy.

Unfortunately I've to agree with you on this one. At first I was also one of those who thought that - despite some exceptional cases - most people would try to "stick to the rules". Oh boy... was I wrong.
These last couple of years I admit I'm shocked at the number of people with plenty of cash to spend who simply prefer to "abuse the system", not pay for services or pirate software or media when could easily pay the product makers/suppliers.
"Fun"/sad fact: most of these folks I know are high-wage earners, with no financial difficulties whatsoever. While most people I know who work in shitty jobs and earn a misery, try to make sacrifices in order to buy games or pay for streaming service.
Humans were never a nice animal to begin with. But these last years have really worsened the beast, IMO.
