I think jumpscares are a good technique in itself. The constant threat of the jumpscare makes the rest of the horror all the more immensive. But a lot of modern horror are just jumpscare porn. Effective enough, but cut away the jumps and the movies have nothing left.

I can recommend:

The House of the Devil (2009)
Faithful return to 1980s horror movies. Slow burn, but quite good.

... But this made me to google if it contains jump scares. So I ended here:

http://wheresthejump.com/

That site told me that House of the Devil does have 1 major jump scare and 3 minor ones. Sorry!

Final Destination (2000)
Campy shit, but I really love that franchise!

(not completely jump-free either, mind)

The ABC of Death (2013)
26 horror shorts, each based on a letter in the alphabet. The most screwed up horror anthology I have seen!
https://www.youtube.com/watch?v=rIHmP9XO4KA

The Ninth Gate (1999)
Slow-burning devil worship horror. Plenty scary, no jumps.
https://www.youtube.com/watch?v=wBDm9H5Megc

Cube (1997)
Canadian scifi. 7 random strangers wakes up in strange cube. No jumps.
https://www.youtube.com/watch?v=Esjc0rPj3K4

Suicide Circle AKA Suicide Club (2001)
Nasty j-horror about a string of suicides which are somehow connected. Dark, gory and heavy with symbolism. I don't recall any jumpscares.
https://www.youtube.com/watch?v=3F6pqD2pqr4

Spiral / Uzumaki (2000)
J-horror. A small town is cursed by spirals. Based on an even better manga. I don't recall any jumpscares.

low rated
Mary Poppins.
Well,to me it was horrible to watch and certainly no Jump Scares:)

sanscript: Devil: 5 people in an elevator - who's the devil? (highly recommended!)
Yea, pretty good flick, I'd say 7.5/10
OK, most of these are classics, but still great for giving that 'horror' vibe without the need for resorting to a "jump scare".

Tourist Trap
American Gothic
Are You in the House Alone?
See No Evil
Hush... Hush, Sweet Charlotte
ATM
The Last House on the Left
Clownhouse (1989)

I find it more funny than creepy. Also Sam Rockwell's debut.

sanscript: There's also one that I can't remember - it was an old car, black, that terrorized the roads. It's not the Car (1977) I think...
Maybe it is from the episodic movie Nightmares. Not especially good, but still fun to watch beat Emilio Estevez the highscore on the arcade machine "The Bishop of Battle" and then...The story with the black car is "The Benediction" which is quite good.

I watched it twice, never thought of it as horror.

I found movie I Spit on Your Grave (2010) rather horrifying. Note that in includes gruesome rape and the revenge that comes after. Movie is not for everyone. And the most horrifying part for me was how gruesome some people may be in reality.

I second that. Cabin in the Woods was a joke, not a movie.

That's ironic.
This movie script was written by same Indian-American guy who wrote script of The Last Airbender

Actually, you'd be surprised how gruesome people can be in reality. If you ever did any legal research (I had to research court cases when I worked as a student), you'd find some cases where you wouldn't believe the level of depravity that could be exhibited by human beings.

Even Anna Hutchison's pair of you-know-what couln't make it better.
I count this in B grade sci-fi supernatural movie.

Cabin in the woods is pretty cool, think "Joss Whedon" does horror.
